NEW OPERATING CONTRACT
Preparation for System Operations Post March 1, 2008


The District currently contracts with United Water Services to operate the treatment and conveyance systems. This contract expires on February 29, 2008. Determining the most cost-effective future operation of the plants and conveyance system will remain a central and increasing cost driver in future O&M budgets. The District is currently working with Malcolm Pirnie to analyze alternatives and provide a recommendation for future operations during 2007.

District Overview
The Milwaukee Metropolitan Sewerage District is a state-chartered, governmental agency providing wastewater services for 28 municipalities with a population of about 1 million. The District’s chief responsibilities are to provide sewage treatment services and to maintain and improve watercourses for nearly all of Milwaukee County, Wisconsin, and portions of municipalities in surrounding counties. While Milwaukee is the 19th largest city in the United States, its regional wastewater system is among the largest and the most sophisticated and well run in the country.

The District’s 420-square-mile service area includes all cities and villages, (except the City of South Milwaukee), within Milwaukee County and 10 municipalities in the surrounding counties of Ozaukee, Washington, Waukesha and Racine. 21 square miles, or 5 percent of the District’s service area, has combined sewers. Approximately 412 square miles, or 95 percent of the service area, has separate sewers.

A 2,200-mile system of collector sewers and a 310-mile system of intercepting and main sewers convey wastewater to two District-owned treatment plants. The two treatment facilities collect and treat more than 200 million gallons of wastewater each day, and with a peak capacity of 630 million gallons, they return clean, clear water to Lake Michigan.

The District’s governing body is the Milwaukee Metropolitan Sewerage Commission, which is composed of 11 members. Of the 11 members, seven are appointed by the mayor of the City of Milwaukee, (subject to Common Council confirmation), and four are appointed by the Intergovernmental Cooperation Council, which includes elected officers of the municipalities within the District other than the City of Milwaukee. The Commission establishes and enforces District policy in compliance with statutory authority.
