Committees
For the first time in its facilities planning process, the District is using what’s
known as the “watershed approach” to planning to better address water quality
problems. The approach, which manages water resource programs on a watershed basis
rather than those identified within man-made boundaries, has proved effective on
projects throughout the nation.
While public involvement and education are keys to the facilities planning process,
the collaboration among various committees is also vital. Policy committees,
advisory councils and technical teams are meeting to provide direction and
recommendations to long-range planning efforts, with all sharing the same mission of
improving water quality. See information below to review committee roles and meeting
agendas.
This group advises District staff and members of the Watershed Communities
Committee on special topics related to interest groups, watersheds or community
concerns. It provides input on values, goals, preferences and desires of citizens
and communities of interest. The council comprises representatives from special
interest groups, citizen groups, neighborhood associations and business groups.

The council advises the MMSD Commission and staff on matters of policy, with an emphasis on early policy foundations. The council ensures that a wide range of stakeholder interests is considered in its discussions, focuses on issues that cut across existing lines of authority, and identifies and makes recommendations on issues where strong and competing interests may be at stake. Representatives of the group stem from a variety of geographic interests, various levels of government and different communities.
The Technical Advisory Team (TAT) was formed several years ago to meet regularly and discuss various technical and engineering topics. Technical issues will periodically be brought before this committee for input and information purposes. The group comprises engineers and environmental professionals from MMSD, District municipalities, industry and regulating agencies.
The MMSD Commission approves District plans, projects and budgets, and sets policy. The Commission comprises 11 members, with seven appointed by the mayor of the City of Milwaukee and four appointed by the Intergovernmental Cooperation Council.
