2028 MMSD Operations and Maintenance Contract

Concluding a comprehensive two-year public procurement process, the Milwaukee Metropolitan Sewerage District (MMSD) Commission voted on September 28, 2026, to select Jacobs Solutions as the next private company to operate and maintain Milwaukee’s regional wastewater facilities.

For more than 25 years, MMSD has used a private company to operate and maintain the region’s wastewater facilities. MMSD began using private operators in the late 1990s and has continued that approach through successive long-term contracts.

MMSD has approximately 250 employees and is responsible for governing and managing regulatory compliance, capital and financial planning, contract oversight, and public communication. While the contracted operator is responsible for day-to-day plant operations and maintenance, MMSD retains overall accountability for system performance and long-term planning.

The contracted operator has approximately 230 employees who perform operations and maintenance functions at MMSD’s wastewater facilities. The current agreement with Veolia Water ends on February 28, 2028, with the next operations and maintenance contract scheduled to begin in March 2028.

During the qualification stage for the next contract, MMSD identified Veolia Water, Jacobs Solutions, and Inframark as pre-qualified firms. In summer 2025, Inframark decided not to pursue the contract, leaving Veolia and Jacobs to participate in the proposal process.

The five former MMSD commissioners serving on the Ad Hoc Operations and Maintenance Contract Selection Committee are Kathy Ehley, Dennis Grzezinski, Kris Martinsek, John Swan III, and Michael A. West.
