Project Update

Hold Avenue Overpass Green Highways Open House!

Join us on Tuesday, January 20th, from 4:00-7:00 PM at the Milwaukee Public Library, Tippecanoe Branch (3912 S. Howell Ave., Milwaukee, WI 53207) to meet the project team.

  • Find out about how this project will help protect our waterways from highway runoff.
  • Offer your feedback on the project’s design. Your input will help the team finalize details in the design.

The design takes into consideration that this is a unique project site with a variety of physical features and diverse nearby land uses including residential, commercial, and industrial.

Elements of the design include:

  • Removal of the pavement at the Park and Ride site, creating a large green space,
  • Installation of green infrastructure, including:
  • Installation of a maintenance path with secondary use as a walking path.

Project Overview

The Holt Avenue Overpass Project is the fifth project of the Green Highways initiative. Highway runoff is the source of many forms of pollutants, including vehicular solvents, heavy metals, oils, salt, and suspended solids. This polluted runoff flows untreated through stormwater sewers into nearby waterways.

Green Highway projects redirect the polluted runoff into a variety of green infrastructure practices under and around overpasses to manage the runoff on site and keep it out of our waterways.

The Holt Avenue Overpass Project will take advantage of open space along Highway I-43 between Holt Avenue and Oklahoma Avenue and the highway’s on- and off-ramps in this area.

As part of this project, the Wisconsin Department of Transportation (WisDOT) is seeking public input regarding the Holt Avenue Park and Ride Lot within the project limits. WisDOT is currently evaluating potential future infrastructure or community uses for the lot, which remains temporarily closed.

Planning and design is currently underway with construction planned for summer of 2026.

  • Treatment and storage of the first inch or rainfall on the highway
  • Improve water quality by reducing pollutants entering waterways

  • Design – Q1 2025 – Q1 2026
  • Construction – Q2 2026 – Q4
  • Post-construction – 2027 - 2031
