Project Overview

The Holt Avenue Overpass Project is the fifth project of the Green Highways initiative. Highway runoff is the source of many forms of pollutants, including vehicular solvents, heavy metals, oils, salt, and suspended solids. This polluted runoff flows untreated through stormwater sewers into nearby waterways.

Green Highway projects redirect the polluted runoff into a variety of green infrastructure practices under and around overpasses to manage the runoff on site and keep it out of our waterways.

The Holt Avenue Overpass Project will take advantage of open space along Highway I-43 between Holt Avenue and Oklahoma Avenue and the highway’s on- and off-ramps in this area.

As part of this project, the Wisconsin Department of Transportation (WisDOT) is seeking public input regarding the Holt Avenue Park and Ride Lot within the project limits. WisDOT is currently evaluating potential future infrastructure or community uses for the lot, which remains temporarily closed.

Planning and design are currently underway, with construction planned for the summer of 2026.

  • Treatment and storage of the first inch or rainfall on the highway
  • Improve water quality by reducing pollutants entering waterways

Timeline

  • Design – Q1 2025 – Q1 2026
  • Construction – Q2 2026 – Q4
  • Post-construction – 2027 - 2031
