Franklin/Oak Creek Sewer Extension Project

Project Update

Construction continues through the rest of this year and into 2027. Near-accident incidents have been observed at the intersection of W. Elm Road and S. 27th St. Traffic controls are in place to ensure safe travel in this area. Please be mindful of traffic controls at the intersection and use caution when driving by the construction site.

Work begins on County Line Road mid-September. County Line Road at S. 27th Street will be closed for approximately a month. It will reopen briefly while other project work progresses. The second closure is expected in January 2027 and will be a longer-term closure to allow for the sewer construction.

Questions From the Field

How long will the traffic control at S. 27th Street and W. Oakwood Road be in effect?
Traffic control at W. Oakwood Road and S. 27th Street is essential to protect the contractor’s team and the work already completed. While there may not be visible activity at the surface, there is still a need for closure to protect the open excavations and work underground. The traffic control will remain in place into the winter of 2027 to allow for the completion of the sewer and the restoration of the roadway.

What are you doing to increase safety at the intersection of S. 27th Street and W. Oakwood Road?
There are now stop signs in place on the northbound and southbound 27th Street at Elm Road. This creates a 4-way stop sign at the intersection. The intersection is usually uncontrolled, and with the work going on in the area, the stop signs ensure driver and worker safety. This 4-way stop sign will remain until the traffic control is removed.

When will County Line Road be closed?
The closure of County Line Road at S. 27th Street will go into effect in mid-September. It will be closed for approximately 1 month before reopening. The road is expected to close again in January 2027 for the long term to allow for the sewer construction.

Project Overview

The Franklin/Oak Creek Sewer Extension Project will lay the foundation for sanitary sewer service to the southern-most areas of Milwaukee County and northern Racine County.  This project began as a request from the City of Oak Creek, City of Franklin, Village of Raymond, and the Village of Caledonia in 2014.  The extension was included in MMSD’s 2050 Facilities Plan and Capital Improvement Budget.

In 2022, MMSD began the design of the project, which will extend the 24-inch sewer from Oakwood Road to County Line Road. The City of Franklin and the City of Oak Creek will be connected to the sewer extension once it is completed.  The Village of Raymond and the Village of Caledonia will connect to the extension in the future. Concurrent to this planned MMSD project, there will also be a private development within the 27th Street corridor.  MMSD is working with the developers and municipalities to coordinate the activities of the two projects.

The sewer extension will be constructed in the median of 27th Street and will be approximately a mile long.  The sewer depth ranges from 25 to 85 feet deep and will be built using micro-tunneling methods.  The photos below are examples of the micro-boring machine and support structures from similar projects that used a micro-tunneling method.

The design is expected to be completed in late 2025, and the construction in 2027.
